The Tiroler Landtag state parliament faced a key challenge: parliament meetings were not only to be streamed live, but also offered with subtitles, as stipulated by the EU Accessibility Regulation for parliamentary work – for greater accessibility and increased transparency in politics.
After several years of intensive testing with different providers, the State Parliament decided in 2024 to collaborate with PKE Electronics as integrator and the DeepVA platform as technology partner for the Tiroler Landtag. Together, the solution was adapted and successfully rolled out and now renewed for a long-term regular operation.
Greater accessibility and faster archiving
The solution: AI-powered speech-to-text in near real time
The special feature: In parliamentary documentation, politicians should of course not be misquoted. DeepVA developed the Live Editor, which enables the customer to perform a final editorial check within seconds, including the use of an individual dictionary for technical terms from the field of politics. This means that legal certainty and precision are always guaranteed, even with complex content, thanks to the human control level.
Thanks to the integration of DeepVA into the state parliament’s workflow, spoken content can now be converted into text in near real time and integrated into the livestream. This not only ensures legal accessibility, but the final text output is also an important step for modern parliamentary documentation and communication.
More than accessibility: New possibilities & efficiency
The workflow offers much more than subtitles. As a “by-product,” a complete verbatim transcript is available immediately after the end of the session. This greatly simplifies documentation and record-keeping—an advantage that makes everyday work in the state parliament easier.
This is the basis for further innovation of the DeepVA platform: In the next steps, DeepVA will be expanded to include workflows such as LLM-based post-processing. This will enable full summaries, specific minutes, or preparation for a vector database in the future – the next quantum leap for researching and using parliamentary content.
Seamless API integration through PKE Electronics
The technical implementation of the current solution was carried out by PKE Electronics. Audio tracks are transmitted to DeepVA via an API interface, and the platform returns subtitles and transcripts. The simple REST API interface enabled PKE to quickly integrate the solution into the state parliament’s work processes.
Infrastructure for everyday parliamentary work
The source for the transcription is the audio signal from the meeting system, to which all microphones in the meeting room are connected and from which a finished audio stream of the meeting is generated. This stream is sent to DeepVA, where it is transcribed within seconds before the editor is shown the transcript again and can correct it.
In the case of the state parliament, PKE integrated the final transcript into the stream using an encoder, which receives the subtitles and combines them with the live stream from the sign language interpreter to create a finished signal. After each session, the text of the session is also available for retrieval via an endpoint, which would allow for further processing steps.

With the support of DeepVA, PKE Electronics has transformed the way parliamentary content is accessed and used. The solution goes far beyond traditional subtitling—it lays the foundation for an AI-powered future of political communication.
